Club soccer: Pool players?

So I came across a club that has "pool players" that train with the travel team but do not go to any games. These players pay a reduced fee.

I have never heard of this before within a club.

It sounds like a nice name for a "practice squad" to me but I may be naive.

Is this more common than I think?
 
On the youngers level sometimes its because the club already has a maximum roster...the kid is good enough to play but not superior enough that they would cut a player that has been playing for a while and is already current on their payments....so they keep them around until they have enough to either form a B team or until the following years expansion & tryouts.
 
Just found out that one of our "elite" teams has 23 girls and only 18 can suit up and travel. The other 5 have to "improve" to get minutes.
On top of the 7 other subs. Practice team, pool players, whatever...same money grab, but why not when the parents allow them to pick their
pockets. That shiny S550 for the DOC doesn't pay for itself.
