When t had sex with her, he didn't pay her, so technically she wasn't acting as a whore, although she may have been influenced by vague suggestions that she would be a good candidate for one of his reality shows. He paid her years later when he wanted to make sure she didn't blab about the event while he was running for President. As it turned out, he probably wasted that money, since the MAGA faithful don't seem to care much about it.
