Dallas Cup

Looked like the attacker was fouled by his marker in a tussle to move him out from in front of the keeper. Should've been a penalty. Referee could have waited to see what happened before blowing the whistle, I suppose, effectively applying advantage. But once the whistle went before the ball was in the net, had to restart with a penalty.

A case of wrong application of/making up laws but the correct result occurring?
