Also, I thought I saw Rangers was playing F2 state cup, which was a little surprising because they were competitive in the league ( just got blown out by Lime, which pretty much every team does )

It's all about the PPG. Not enough goals over the season so they were moved to F2. Legends TV and Red-card riptide were also moved down along with a few others teams from the other groups.
 
Pretty solid list , but I’d probably have Blues Blue out of it and replace with Empire

Empre will look like a different team next time you play against them. They cannot hold onto their best players. Blues Blue team still have to respect the scores that they have the last few months.

#1 - So Cal Blues Lime - Nobody can touch this team. Finest players at every spot on the pitch
#2 - San Diego Surf Pre ECNL - Best defense in the country and some skill up top to boot
#3 - CDA Slammers HB Elite - Astonishing defensively and exceedingly skillful attackers
#4 - CDA Slammers Crowley - Immense physically with a #9 that is magnificent
#5 - Rebels SC - Complete team w/ great coach. Top growh from this bunch
#6 - Slammers AW - Such a treat to watch them play. They are 1 piece away from jumping into the top 5
#7 - Empire SC - Coach has these girls ready to play attacking football every game. So much admiration for what they have accomplished the last few years
#8 - Beach Souza Ayala - Uninspiring brand of kickball but have skilled players to make up for it. Heard they added the centre-forward from LA Surf HW who is immense
#9 (tie) - Legends FC Pre-ECNL - MP is one of the best in So Cal and this squad made massive leaps over the last 12 months. I expect them to see an influx of players with recent developments. This is the team that will improve the most
#9 (tie) - LA Surf HW - Losing key players but still figuring out how to get results. Bravo to the coach he has been outstanding

Lots of good teams up are trending up. Slammers Winn, Eagles, Legends and Rangers to name a few
Slammers AW is near the top 5, cannot be outside of the top 10.
SC Blues Blue team revolving door is too much to be overstated they are no longer a top team
City and Pats are a tier below the rest of the teams
Eagles improvement has been shocking credit to the coach who also coaches their 2010 team which is top 2 team in the country

NorCal #1 MVLA is 39.11/10th in the state. On 4/15, they were ranked 17th in the state. They are the biggest risers over the Spring thus far.

Additionally, in February - So Cal Blues had a 2 point advantage on SD Surf. Not anymore. That gap has cut significantly according to the rankings. Of the Blues last 5 results, 3 have been unfavorable to their ranking (vs. LA Surf Kobozart 2-0, vs. Murrieta SA 9-2, vs. SD Surf 0-3).

According to the game data SR is using, it looks like they both played as recently as the State Cup (3/12 games for both teams). Each team entity in SR will drop off to the unranked group at the 8 month mark (November), or someone affiliated with the team can ask Mark to remove them from the rankings earlier if they choose. Alternatively, the game data can be merged with whatever the new team entity is - but that's also up to someone on the new team to decide what's the best representation.
