Another Penalty Line Crack Up

Anyone see the s show that was the Orland v. NYC FC penalty shoot out? 1-1 tie goes to PK shoot out. Orlando Keeper Gallese makes a block seemingly winning the game for Orlando but video review shows he was a few inches off his line on the back foot before the ball was struck. He was given a yellow card leading to his being ejected from the game. Orlando tries to substitute in substitute keeper Brian Rowe but they are out of regulation subs and can't use the additional time sub for this purpose. So a field player has to take over....handles it very ugly but manages to block one....Orlando is celebrating but refs forget Orlando still needs to convert the additional shot.

This is rule is broken. It was ridiculous. Just let the goalkeeper move at the whistle. None of them are going to rush forward towards the ball unless the striker does a fancy fake or takes too much time. Moving forward when not in the set the position will guarantee them not being able to dive so nobody is going to charge forward on the 1 v 1. The alternate is to let them start behind the line in the goal.

The current MLS playoffs are using the 2019-20 Laws of the Game to finish the 2020 season as these were the LOTG in effect at the start of the season. The caution to the keeper for coming off the line for the KFTM was mandatory once detected by VAR and Referee Alan Chapman had no discretion in the matter. It was the keeper's second caution as he had been cautioned earlier in the game and thus the red card followed. IFAB realized this was a bit harsh and changed this law in the 2020-21 LOTG; cautions and warnings don't carry forward to KFTM and now the keeper gets a warning for the first offense and a caution for a subsequent offense.

Referee Chapman's error was letting substitute Rowe come on as the replacement keeper. The goalkeeper replacement must be a player eligible to take kicks, i.e. a player on the field at end of play rather than a substitute. While in the end the referee crew corrected the error before the kick was retaken it took a bit of time to do so and that didn't inspire confidence. That's why the crew won't be doing any more matches in this year's MLS playoffs.

I'll leave debate about the merits of using VAR for detecting keeper movement off the line to some other thread.
