Juniors not allowed on JV

So apparently a girls high school coach has made it known juniors who get cut from varsity cannot play JV. Is this allowed? Has anyone heard of this and can anything be done?
 
Its entirely up to the coach. The only rule is likely that seniors cannot play JV.

CIF SDS has no rule against it. The usual practice I have seen is that seniors who have been with the program for three years already won't get cut but they may spend a lot of time on the bench. I saw one senior demoted to JV for a week for a disciplinary problem (I think the coach hoped he would quit). The JV coach made him a late sub in both games. Most coaches treat the Frosh and JV teams as feeder teams, so there is little point to put a senior down (except as noted above) but I don't know why he wouldn't want a Junior on JV where she will be a starter and supposedly devleoping into a stronger player rather than a practice and bench only player on Varsity.

I guess the Varsity coach is implementing this. Just curious cause if my daughter doesn’t make Varsity or has limited playing time she’d rather play JV as a junior to keep in shape and playing during her club offseason.

You are right, no rule in CIF-SS against seniors on JV team.
 
How many does your high school carry on each roster?
You say "cut from varsity" - was she on the varsity team last year? And now isn't going to make varsity?
Some teams carry too many players because they keep players over the years that haven't played much. They made the frosh/soph team as freshman. Didn't play much and didn't do much on the field when they played.
As a sophomore, they were on the frosh/soph team again. Played a bit more, but not much of an impact.
Now they are juniors and the coach needs to decide - "Do I keep this player around or do I want to put a freshman on JV instead of her? Or is there a girl that is just as good as her, but she's a sophomore. This girl could probably play on the Frosh-soph team, but she's JV material and if she develops the right way, she'll be a varsity player next year (when she is a junior) and will get good playing time.
Now - if your school has a varsity roster with 16 of 22 kids being seniors - then the coach probably needs to keep more juniors on JV so that there is a viable varsity squad the following year.
