Can someone explain the playoff equity for the southern section?

If a school has done well in the past two years and is placed in a division higher for the playoff equity rankings, what happens when they don’t do as well in the current year? My sons team is already guaranteed league champs for the season but overall their record outside of league they did not do well against higher divisions teams. Therefore they are ranked low in the division above them now. I’ve heard this means they may not make playoffs even though they won league- is that true?
 
(CIF Southern Section) All leagues have a guaranteed number of playoff spots which differ depending upon the number of teams in the league. Four team leagues get 2 entries, five and six team leagues get 3 entries, seven and eight team leagues get 4, and nine or more team leagues get 5 entries (CIF SS Rule 3214). Your son's team, as league champions, will get a playoff spot in its current power ranking playoff division. When the power ranking groupings are recomputed for next season the results from the 2016-17 and 2017-18 seasons, including playoffs, are used. The teams' placement next year could change based on their overall record in regular season and playoffs.

Teams whose final standing in league competition is not high enough to guarantee a playoff spot still have an opportunity for an "at-large" playoff spot in their division if they have at least a .500 record.
