Can an admin of a team refuse to give a parent the card and papers in order to
drop the player after nationals?
If not how should this be handled?

No.

Any Team Administrator refusing to surrender the Player Pass and Registration form upon request by the parent or guardian will be immediately suspended by the DC.

How should this be handled?

If you're the player whose TA won't give you the card, call your CYSA-S District Commissioner. You can find their number on the web site at www.calsouth.com, or you can call the CYSA-S office at 714-778-CYSA.

If you're the TA, surrender the Pass and Form to the player's parent or guardian immediately and live with it. Unless you can prove the player is a discipline problem to the satisfaction of the DC, you're stuck with them until they decide to drop on their own, or you do your registration for the new season, which ever comes first.
